According to Statista, the online gaming market is projected to reach USD 50.60 million in 2024, growing at an annual rate of 4.09 percent to reach USD 57.07 million by 2027. User numbers are predicted to rise to 1.3 million, with penetration rates increasing from 12.4% in 2024 to 12.7% by 2027.

The UAE gaming ecosystem spans diverse segments, including mobile gaming, console gaming, Virtual Reality (VR) and Augmented Reality (AR) gaming, tablet gaming, esports, PC gaming, and cloud gaming. According to the 2022 data from the Ministry of Economy, mobile gaming leads in popularity, attracting 39% of gamers, followed closely by console gaming at 38% and PC gaming at 33%. Among these, the mobile gaming segment stands out as the industry’s largest market, projected to reach a market volume of USD 173.60 million by 2024.

Government Support and Initiatives

The UAE government recognizes gaming as a critical economic driver and has launched several initiatives to promote industry growth, positioning itself alongside leading gaming markets such as South Korea and Japan, which have long been pioneers in fostering gaming ecosystems.

  • Dubai Program for Gaming 2033: Launched in November 2023, this ambitious program aims to position Dubai among the top 10 global gaming hubs. It plans to create 30,000 gaming-related jobs and boost Dubai’s GDP by approximately USD 1 billion by 2033.
  • DMCC Gaming Centre: Established in 2022, this center provides a collaborative platform for developers, distributors, and technology innovators. It offers specialized licensing for gaming and esports activities, access to advanced infrastructure, and a supportive ecosystem for growth.
  • Dubai Esports and Games Festival: Since its inception in 2022, this festival has become a key event, celebrating all aspects of gaming. By 2024, it had attracted over 50,000 attendees and had featured partnerships with major gaming brands such as Riot Games and Ubisoft, further cementing its global reputation. By 2024, it expanded to a 17-day event featuring 33 tournaments, showcasing the UAE’s commitment to fostering a vibrant gaming community and its global ambitions in esports.

Licensing and Visas

In the UAE, numerous free zones support the gaming industry, offering opportunities for professionals in the field. Gaming professionals can also apply for a 10-year Golden Visa. Some of the free zones supporting the gaming industry include Dubai Multi Commodities Centre, Dubai Internet City, Dubai Technology Entrepreneur Centre, TwoFour54, and Ras Al Khaimah Economic Zone. Affordable business license packages are offered, starting from AED 7,750.

Applicants for the golden visa must obtain a Creative and Talented Accreditation Certificate from Dubai Culture and meet other eligibility criteria, including being over 25 years old. It’s important to note that obtaining approval or permit issuance from Dubai Culture does not constitute a final approval; it is a conditional approval as part of the required procedures to obtain other approvals from local and/or federal authorities involved in issuing the visa. This initiative enhances the UAE’s appeal as a global hub for gaming talent and innovation.
